Do women seek 'child support' money for their own personal expenditures?

If not, would this rule be fair?: Each cent the non-custodial father pays, it must be accounted for by receipts. No single cent shall further be dished out, if there is a corresponding cent not accounted for in the previous month. If the children are of age which allows them to operate their own bank accounts, the money should be paid directly to the children's account.
